Do not wait for the audit trail to discover what the agent was allowed to do.
Put governance in the transaction path. The SwiftOPSA Agent Control Gateway combines agent identity, delegated authority, executable policy, AI Assurance, human review, and attributable action receipts before consequence.
Identity → authority → policy → assurance → permission → receipt.
Agent Identity
Register AI agents, services, workflows, owners, autonomy, data classes, and tool boundaries.
Delegated Authority
Bind an agent to a legitimate authority, matter scope, allowed tools/actions, monetary ceilings, review requirements, and expiration.
Executable Policy
Apply deterministic permit, review, or block controls tied to tool, action, data class, side effect, and amount.
Human Approval
Hold consequential transactions for attributable human disposition without overwriting the original machine gate.
Signed Action Receipts
Action state transitions can be chained to authority, policy, assurance, approval, and audit history with HMAC-SHA256 receipts.
Fail-Closed Adapters
External execution remains disabled unless a connector is explicitly implemented and configured. Unsupported agency should fail closed, not improvise.
Why the transaction path matters
AI governance becomes more valuable when it can operate before a consequential tool call instead of only explaining the event afterward. SwiftOPSA is designed to make the transaction answer to identity, delegated authority, enterprise policy, evidence, and human accountability.
Provider-independent by design
The gateway consumes canonical SwiftOPSA records rather than depending on one model vendor. Provider and tool adapters can change while enterprise authority, governance, approval, receipt, and replay remain persistent.
The intended end state
An enterprise should be able to answer a simple question about every consequential agent action: who authorized it, what constrained it, what evidence informed it, whether a human intervened, what happened, and where the receipt lives.
The most valuable control is the one that can still change the outcome.
SwiftOPSA is being built toward that position: a governed layer between autonomous intelligence and enterprise consequence.
