Policy matters most when the system has to obey it.
SwiftOPSA moves governance toward the operational path: explicit authority, controlled rules, evidence, human review, agent limits, attributable decisions, and replayable history.
The governance gap
Enterprise policies can say that AI must be supervised, evidence must be reliable, sensitive information must be protected, and high-risk decisions must receive human review. The harder problem is proving that those requirements survived contact with a live workflow.
SwiftOPSA models governance as an attributable chain: source, authority, rule, evaluation, assurance result, approval, decision, action state, audit event, and replay.
Authority is separate from intelligence
An AI model may be technically capable of an action without possessing organizational authority to perform or approve it. SwiftOPSA records the source, scope, status, precedence, delegation, and limits that determine whether capability may become action.
Governance conflict stays visible
Conflicting rules should not be silently resolved by processing order or model preference. The runtime can use registered authority precedence where a hierarchy exists and surface equal-precedence contradictions as unresolved when it does not.
A durable layer around changing models
Models, prompts, vendors, and agents can change. The enterprise should not have to rebuild its evidence lineage, policy logic, authority structure, approval history, and accountability record every time they do.

Program alignment, not automatic certification
SwiftOPSA is designed to help organizations operationalize concerns such as accountability, transparency, evidence, security, human review, and traceability. It does not claim NIST, OWASP, or regulatory certification merely because those concerns can be represented in the runtime.
Organizations can compare their programs against primary-source materials such as the NIST AI Risk Management Framework and the OWASP GenAI Security Project.
If the AI acted tomorrow, could you prove what authorized it?
SwiftOPSA is built to make the answer discoverable in the operational record instead of dependent on memory, scattered logs, or post-incident reconstruction.
